In addition to that, he wasthe General Coordinator of Negotiations in the General Secretariat of the Gulf Cooperation Council and the Head of the Gulf Negotiating Team since September 2021 – March 2023. He has more than 24 years of experience. Previously, he was the Governor of the General Authority of Foreign Trade between 2019 until 2022. Prior to that, he held the position of deputy minister for Foreign Trade in the Ministry of Trade and Investment In 2016. He has a diverse leadership experience in the field of trade, investment and the financial sector and has held many leadership positions in the private sector including the position of CEO of a regional capital company in the Kingdom. He is also a former member of a number of boards of directors for government agencies and various local and international committees, including the Saudi Export Development Authority, the General Organization for Small and Medium Enterprises and the Electricity and Cogeneration Regulatory Authority (previously). He holds a Bachelor’s degree in Management Information Systems from King Fahd University of Petroleum and Minerals. He has many investment certificates, leadership, and management courses from universities, institutes and international institutions, including Harvard and London Business School. He received the King Abdulaziz Medal of the first degree in 2021

Dr. Saad A. Alshahrani is a senior Saudi government economist and public sector executive with over 24 years of experience across leading national and international institutions, including the Ministry of Investment, Ministry of Finance, Saudi Central Bank (SAMA), International Monetary Fund (IMF), Gulf Monetary Council, and academia. His expertise spans macroeconomic policy, investment strategy, fiscal policy, institutional transformation, governance, and economic research.

He currently serves as Deputy Minister for Economic Affairs & Investment Studies at the Ministry of Investment, where he established and leads the Ministry’s economic policy, investment analysis, forecasting, and research functions. He previously served concurrently as Deputy Minister for Investment Marketing & Communication, overseeing Saudi Arabia’s investment promotion and international positioning.

Previously, Dr. Alshahrani served as Deputy Minister for Fiscal & Macroeconomic Policies at the Ministry of Finance, where he led fiscal forecasting, macroeconomic policy development, state budget preparation, and engagement with international financial institutions. Before joining the Saudi government, he spent five years at the International Monetary Fund (IMF) providing economic policy advice across multiple regions and departments.

He holds a Ph.D. in Economics, master’s degrees in Applied Economics and Applied Statistics from Washington State University, and has completed more than 40 executive development programs in governance, institutional transformation, risk management, and leadership.

Throughout his career, Dr. Alshahrani has served on numerous national boards and strategic committees, representing Saudi Arabia in international organizations and contributing to major national initiatives related to economic diversification, sustainable development, economic security, fiscal policy, and investment. His research interests include economic diversification, investment policy, fiscal reforms, development economics, and financial markets, with more than 20 publications and contributions to IMF publications.

In addition to his executive roles, Khaled has served as a board member and on various investment and audit committees for several companies across different sectors, including pension asset management, ACWA Power in the energy sector, insurance, and investment banking. He has represented the Saudi government internationally, participating as a member of the GATS Technical and Negotiation Team for the WTO from 1997 to 1999, the G20 Technical Team in 2008, and the Santiago Principles Working Group for Sovereign Wealth Funds in the same year. In terms of education, Mr. Alkhattaf holds a Graduate Certificate in Applied Economics from the American University in Washington, DC (2004), a Master of Science in Finance from the University of Colorado (1996), a Master of Science in Accounting from the University of Colorado (1996), and a Bachelor of Arts in Accounting from King Saud University (1989). He is also a Certified Public Accountant (CPA).
